回顾十年来我军后勤改革和建设的艰难历程,我们发现一个十分矛盾的现象:在我们面临的许多重大现实问题和理论问题面前,宏观决策者在筹划改革、制定政策时,常常苦于没有较多的可行意见进行比较、选择;同时,许多理论工作者又苦于发挥不了作用,感到辛辛苦苦搞出来的研究成果很难溶入宏观决策之中。我们认为,这种局面的形成,固然可以找出许多方面的原因,但最主要的,还是这些年来理论政策研究及其成果大多失于空泛,一些政策建议缺乏有力的
Looking back on the difficult course of our army’s logistics reform and construction in the past 10 years, we find a very contradictory phenomenon.
