作为一个动态复杂的过程,职业教育校企合作正式制度的形成和运行都需要基于一定的环境条件,这些环境条件表现为有形条件与无形条件的互动组合。计划经济时期,该制度建设呈现出成型快、落实快、运行快的特点,这主要得益于高度集中的“计划经济”体制及当时社会的意识形态使然;经济体制转型期,该制度建设既沿袭了计划经济体制下的某些特征,又开掘出社会主义市场经济体制下的某些形态;社会主义市场经济体制完善时期,职业教育校企合作正式制度建设成果更为丰富,但执行和落实困难较大,同时缺少监督和评估,迫切需要调整和完善。
