姚付部长批示:1.同意印发并在刊物上发表。2.沙角 B 厂的经验请基建司要注意及时总结,这篇可作为首篇。基建司按:沙角 B 厂是与外商合作国外贷款项目,由香港方面总承包,机、炉土建分由日本和香港方面承包。其中机炉安装由中方分包,目前在施工中。此工程的施工组织、施工方法和主要机具配备皆由总承包单位制订和配备,达到当代国外较先进的水平。本文初步总结了一些这方面的经验。请网局、省局、设计院和科研单位组织力量认真研究,并结合制订七五科技发展计划逐步提高我们的施工水平。

The experience of the Shajiao B plant asked the Infrastructure Department to pay attention to summarizing in time. This can be used as the first article. According to the Department of Infrastructure: Shajiao B Factory is a foreign loan project that is co-operated with foreign companies. It is contracted by the Hong Kong side, and the machinery and furnace construction divisions are contracted by Japan and Hong Kong. The installation of the furnace is subcontracted by the Chinese and is currently under construction. The construction organization, construction methods, and main machine equipments of this project are all formulated and equipped by the general contractor and have reached more advanced levels in contemporary foreign countries. This article initially summarizes some of this experience. The network bureau, provincial bureau, design institute, and scientific research unit are required to make serious efforts to study and jointly develop the 7th Five-Year Technology Development Plan to gradually increase our level of construction.
