策划人语: 这是一个能力本位的时代。执政能力的强弱决定执政党的兴衰,经营管理能力的高低决定企业的存亡,学习能力的优劣决定个人的成败。因此,加强党的执政能力建设是时代提出的最现实而紧迫的课题,是竞争致胜的重大而普遍的法则。对企业党组织而言,执政意识的树立,执政能力的提高,最终要落实到振兴企业上来。执政兴企是执政兴国的基础。企业尤其是国有企业是国民经济的基础,中央企业更是关系国民经济的命脉,企业兴则国家强、人民富;企业又是工人阶级最集中的单位,是党的全部工作和战斗力的重要阶级基础、经济基础、群众基础和社会基础,企业兴则党基固。必须把企业党组织的执政能力建设与提高企业的发展能力紧密结合起来,有机统一起来。最近,中共中央办公厅转发了《中央组织部、国务院国资委党委关于加强和改进中央企业党建工作的意见》。这是贯彻十六届四中全会精神,指导中央企业党建工作的纲领性文件。认真贯彻这个意见,对于在企业党建中体现提高党的执政能力建设的新要求、对于做强做大中央企业、对于不断提高国有企业竞争力有着非常重要的作用。

The construction of the governing ability of the party organizations in enterprises must be closely integrated with the ability to enhance the development of enterprises and be organically unified. Recently, the CPC Central Committee General Office transmitted the Opinions of the Central Organization Department and the State Council SASAC Committee on Strengthening and Improving the Party Building in Central Enterprises. This is a programmatic document that carries out the spirit of the Fourth Plenary Session of the 16th CPC Central Committee and guides the party building in the central government. Conscientiously implementing this opinion will play a very important role in strengthening and expanding the central government for the enhancement of the party’s ability to govern in the party building of the enterprise, which plays an important role in continuously improving the competitiveness of state-owned enterprises.
