CCA伴随着全球航空货物供应链不断呈现紧密化和一体化的趋势,如何贯彻落实民航管理部门提出的持续安全和健康发展理念?本文从我国行业协会的角度,提出了一种既符合国际规则,又体现我国行业协会特色的安全管理体系,即管制代理人制度中的已知托运人体系。管制代理人制度是一项由各国政府牵头并实施的系统性航空安全工程,它不仅涉及航空运输业内部的各个环节,也涉及航空运输业外的各个物流供应链。目前航空货运早已不再是一个点到点的传统简单航空运输行为,而是一个不仅涉及产品制造、包装、仓储,还包括陆运、空运和海运的现代航空物流格局。在这个庞大的系统性工程中,除了政府制定法规、培训l、检查和处罚之外,还需要社会各行业的共同参与,其中部分环节就需要行业协会的参与,例如管制代理人制度中的已
