随着经济全球化的不断发展,中国经济日益融入世界经济大潮,走出去便成为企业利用国内外两个市场、两种资源的首速战略。近年来,我国机电行业的生产能力有1/3过剩,自行车、缝纫机、电冰箱、洗衣机、空调、电视机的生产能力分别有33％、32％、35％、28％、35％、25％的过剩,出口压力很大。上述企业的出路在发展中国家,特别是非洲。由于我国的技术相对非洲有比较优势,非洲有广阔的市场且在有些领域可无配额转口欧美,对中资企业有吸引力,加上我国政府的以援外资金、中央外贸发展基金支持的境外带料加工政策,为我国产业结构调整、盘活夕阳工业、实现产品更新换代开辟了新的途径。1998年我国企业在非洲11个国家和地区开展了带料加工业务,总投资额超过2200万美元,特别是南非已成为中国对非投资的热点。中国对南非投资项目超过50个,中方协议金额6千多万美元,涉及贸易、工业、资源开发等行业。据不完全统计,截至2000年10月底,在非洲设立的国有中资企业有485家,协议投资总额9.7亿美元,中方协议投资额6.64亿美元。其中贸易性企业近100家,中方投资金额为2400万美元;生产加工型企业167家,中方投资金额1.8亿美元;资源开发性企业40多家,中方投资金额为9700万美元。企业的出路在于走出去,选择最能发挥自身优势,有益于企?
With the continuous development of economic globalization, China’s economy has become increasingly integrated into the tide of the world economy and going out has become the first strategy for enterprises to make use of both domestic and international markets and resources. In recent years, the production capacity of China’s electromechanical industry has over one-third of the production capacity of bicycles, sewing machines, refrigerators, washing machines, air conditioners and television sets, respectively, with 33%, 32%, 35%, 28%, 35%, 25% Excess, the export pressure. According to incomplete statistics, as of the end of October 2000, there were 485 state-owned Chinese-funded enterprises in Africa, with a total investment of 970 million U.S. dollars and an investment of 664 million U.S. dollars. Among them, there are nearly 100 trade enterprises with an investment of 24 million U.S. dollars from China, 167 production and processing enterprises, 180 million U.S. dollars of investment from Chinese side, more than 40 resources development enterprises and 97 million U.S. dollars of investment from China.
