新形势下,如何增强预备役部队管理工作有效性和针对性,为战斗力建设发挥最佳服务保障效能。笔者认为,需把握以下几点:突出双重领导,发挥管理独特优势。预备役部队应充分利用双重领导在管理工作中具有的独特优势,把部队管理抓紧抓实、抓出成效。一是解决部队建设的重大问题。各级要在当好地方党委、政府参谋助手的同时,积极借助地方各级党委、政府的力量,把部队建设中存在的一些涉及全局、影响长远的重大问题解决好。二是建立科学管理体系。要把预备役部队管理工作纳入地方年度工作部署、纳入部队教育训练、纳入基层达标考评、纳入奖惩。军地双方要共同制定科学管理体系,确保管理效益。三是围绕军事斗争抓好管理工作。管理工作要
