在 Porter 等人的产业竞争力理论基础上,本文将国家实施西部开发战略的意图作为主要解释变量,发展了一个简单的产业竞争力来源分析框架,为解释我国西部地区主导产业竞争力低下现象提供了一个不同的分析视角。本文的分析表明,(1)基于全局的国家战略意图在很大程度上直接决定了西部地区的主导产业及其产业结构的演进方向,由此催生出的主导产业违背了西部的比较优势；(2)西部主导产业群中大量存在的国有企业削弱了产业竞争优势,最终导致我国西部地区主导产业竞争力低下。本文的政策含义是,提升西部地区主导产业竞争力的现实途径是培育主导产业的竞争优势,惟此才能化解国家战略意图与西部比较优势之间的“困境”,产业政策的核心内容应该是为民营企业进入主导产业群创造有利的条件。
Based on Porter et al.’s theory of industrial competitiveness, this paper uses the country’s intention of implementing the strategy of western development as the main explanatory variable and develops a simple framework for analyzing the sources of industrial competitiveness. This paper provides a brief introduction to explaining the low competitiveness of dominant industries in the western region of China. A different perspective of analysis. The analysis of this paper shows that: (1) The overall strategic intent of the state directly determines the evolution direction of the leading industries and their industrial structure in the western regions, and the leading industries thus created violate the comparative advantages of the western regions. 2) The existence of a large number of state-owned enterprises in the leading industrial clusters in the western region has weakened the industrial competitive advantage and eventually led to the low competitiveness of the leading industries in the western region of China. The policy implication of this article is that the realistic way to enhance the competitiveness of the leading industries in the western region is to foster the competitive advantages of the leading industries. Only in this way can we resolve the “dilemma” between the national strategic intentions and the comparative advantages in the west. The core of the industrial policies should be Private enterprises to enter the leading industry groups to create favorable conditions.
