在简要介绍杭州市推行工程担保历程的基础上,针对杭州市工程担保试点过程中的市场主体认识不足、实施范围、保函格式不统一、对专业担保机构缺乏监管、中途退保、工程担保效果不明显等问题,提出加强宣传、培育担保市场;合理确定工程担保实施范围;统一保函格式;实行工程担保准入,联合担保协会监控清偿能力;实施保函原件统一保管,杜绝中途退保;简化、规范索赔程序等对策。
