县级作为宏观经济和微观经济的结合部,是中央及省委重大决策在基层顺利贯彻实施的基本指挥中心和执行主体,是国家管理体制中起着承上启下作用的中介环节.因此,做好新形势下县级督促检查工作,确保上级决策在基层的贯彻落实,促进经济快速健康发展,有着重要的意义.通过几年来的探索和实践,我认为要做好督查工作,应充分把握好四个原则:(1)循序渐进,由浅入深的原则.督查工作涉及方方面面,是一项复杂的系统工程.督查工作就是要通过督促检查,保证重大决策的落实,这必然要触及到领导体制中一些深层次的矛盾.从某种意义上讲,督查工作具有一定的强制性,难度很大.工作中,要克服“一查就灵,一蹴而就”的片面认识,采取积极稳妥的措施,由浅入深,由易而难,先从解决浅层次矛盾入手,逐步向影响决策落实的深层次问题“开刀”,标本兼治,使督查工作稳妥推进。
