文章认为,新的经济形势下进一步扩大中部地区对内对外开放水平是中部崛起的主要路径之一。通过分析中部地区在现阶段对内对外开放的问题,提出扩大对内开放关键在于区域一体化,包括商品市场的一体化、产业一体化和基础设施一体化;扩大对外开放的关键在于产业全球化。文章建议,政策配套主要包括建立统一的组织管理机制和配套转变政府经济工作重心等。
The article holds that further expansion of the opening of the central and part of the region to the outside world in the new economic situation is one of the major routes to the rise of central China. By analyzing the opening up of the central region to the outside world at this stage, it is proposed that the key to opening up to the outside world is regional integration, including the integration of the commodity markets, industrial integration and infrastructure integration. The key to opening up to the outside world is industrial globalization . The article suggests that the policy package mainly includes the establishment of a unified organization and management mechanism and supporting transformation of the government’s economic center of gravity.
