精神文明重在建设,贵在坚持,难在抓细抓深抓实。1994年4月6日谢非同志在中共广东省委宣传思想工作会议上提出,宣传思想工作当前要着重抓基础、抓基层、抓阵地、抓机制。这“四抓”我认为同样适用于精神文明的基础工程建设,体现了抓细抓深抓实的精神。 经过16年的努力,广州的精神文明建设开创了新局面,出现了新面貌;广州人的综合素质有所提高,社会道德风尚保持着良好的发展势头,文化生活丰富多采,精神风貌奋发向上,社会秩序基本安定。但是还不能说广州已经是现代化的文明城市了,市容市貌的乱、环境卫生的脏、治安秩序的让人不放心,仍然是比较突出的问题。这不能不影响到广州人和广州市美的文明的形象。 广州市的精神文明建设（含文化建设）,应当以建设有中国特色社会主义理论为指导,从建设现代化的国际大都市着眼,从适应社会主义市场经济的健康发展出发,从基础性的工作着手,从一点一滴的小事做起,持久地抓细抓深抓实,抓出成效来。这个成效,主要应当体现在广州人现代文明素质的提高和文明广州面貌的出现上。 一、要使“广州市人民文明公约”深入人心,规范千万家。体现优良传统和时代精神相结合、富有地
