为了推进电价改革的实施工作,促进电价机制的根本性转变,发改委会同有关部门制定印发了《上网电价管理暂行办法》、《输配电价管理暂行办法》和《销售电价管理暂行办法》,并于近日转发给全国各大电网、发电公司及各相关电力企业。发改委在转发通知中要求各方要根据国家关于电价改革的统一部署,结合本地实际和电力市场的建设情况,按照三个管理办法的规定和要求,加快电价改革步伐,积极稳妥做好电价改革的各项工作,促进电力工业与国民经济的协调、健康发展。为此,本刊全文刊载这三个《办法》,以适应相关电力企业工作之需。
