治理一词已在世界范围内提倡很久,笔者首先追本溯源分析了治理的四个内涵:目的在于发展、方式倡导多样、过程重在预案、主体变为多元化。基于对治理一词的分析,本文认为实现社会教育责任的教育治理具有多重途径,如法律层面地硬性规定、舆论导向的鼓励参与、伦理道德层面的应该参与等,本文从法律层面探讨了校外教育机构及非教育机构两大主体教育责任的缺失,并对相应对策进行探索。
The word governance has been advocated in the world for a long time. The author first traces its origin to analyze the four connotations of governance: the purpose is development, the way advocates diversity, the process focuses on the plan, and the subject becomes diversified. Based on the analysis of the word governance, this paper argues that there are multiple ways to realize the education governance of social education, such as the rigid rules of the law, the encouragement and participation of the public opinion, the ethical and moral aspects should be involved. This paper discusses the external education Institutions and non-educational institutions, the two main lack of educational responsibility, and to explore the corresponding countermeasures.
