卫生事业计划所规定的各项发展任务和主要目标,主要是通过一系列有机联系的卫生事业计划指标体系来体现的。 计划指标是计划任务的具体体现,是卫生发展计划任务的数量和质量表现。计划指标是用来反映计划时期各种卫生活动过程和医学科学活动的发展方向、目标、规模、速度、比例和经济效果的。建立一套由一系列计划指标组成的科学的卫生事业计划指标体系,对有效地组织和实现卫生事业计划的管理具有十分重要的作用。
