The Soviet Union’s reform has begun to enter a new phase, more extensive and in-depth phase. This is a significant progress made in sticking with the principle of carrying out the reform in the past two years and continuously overcoming all kinds of resistance. The time that the Soviet Union really decided to implement the reform is not long. After Michelson Gorbachev assumed the post of general secretary of the Central Committee of the CPSU in March 1985, he urged the Central Committee of the CPSU in April of that year to urgently put forward the proposal of accelerating social and economic development and reforming the economic system. The 27th Congress of the CPSU held in the spring of 1986 marked the goal of “accelerating social and economic development.”
