初级卫生保健是指居民在社会生产和生活中应该享受的、最基本的、人人都能得到的、体现社会平等权利的、人民群众和政府都能负担得起的卫生保健服务。根据上级有关精神和规划目标,结合我市实际情况,提出如下实施意见: 一、初级卫生保健规划目标 1.各区县、乡镇把初级卫生保健纳入政府工作目标和当地社会经济发展规划,并制定切实可行的实施方案。 2.各区县、乡镇政府随着经济的发展逐年增加卫生事业拨款,拨款比例不低于当年财政支出的8％。 3.采取多种形式广泛开展健康教育,努力把卫生保健知识普及到每个家庭、学校、企事业单位,增强人民群众的自我保健能力。全民健康教育普及率不低于80％。
