The construction of a Marxist learning-type political party is a major strategic task put forward by the Fourth Plenary Session of the 17th CPC Central Committee from the overall situation of promoting the great cause of socialism with Chinese characteristics and the great new project of party building. In promoting the construction of study-oriented party organizations, Party members and cadres should make great efforts in four aspects: First, they should make great efforts to solve the problem of “why to learn” in fostering advanced study concepts. Party members and party organizations must ensure advanced and never lag behind. We must firmly establish “five kinds of ideas” from ideological understanding. First, learning is the concept of responsibility. Completing the historic mission of building socialism with Chinese characteristics and bringing about the great rejuvenation of the Chinese nation has set higher demands on the theoretical level, knowledge level and working ability of Party members and cadres. Only by constantly enhancing the sense of responsibility and mission of learning can we be highly responsible
