各位领导、同志们: 我们怀柔县是首都的远郊区县,总人口25.8万,其中农业人口占80％。1989年,根据国务院和市政府的统一部署开展了全县农村扫盲工作,到今年5月,全县3658名应脱盲人员中已有3475人脱盲,占95％;15——40岁的青壮年非文盲率达到98.5％,经北京市人民政府检查验收,达到了“基本无文盲单位”的标准。我们之所以在时间紧、工作量大的情况下,取得了比较好的成绩,体会有以下三点:
