Since the Third Plenary Session of the Party, the cosmetics industry in China has developed rapidly. In addition to light industrial systems, there are chemical, pharmaceutical, cultural and educational departments and many township and village enterprises producing cosmetics. According to the statistics of the Ministry of Light Industry, the total cosmetic output value in 1984 increased by 14.3% compared with 1983. Due to the fact that many small factories that have been put into operation, especially township and village enterprises, lack basic production and technical conditions and sanitary conditions,
