档案工作是对历史文件进行收集、整理、保管、鉴定、统计以及提供利用的活动。民政档案作为民政工作的历史记录,是做好群众工作,维护群众利益的原始凭证,与群众的切身利益息息相关。照片档案作为民政档案的重要内容,一直以来以独特的载体形式反映了民政工作的历史原貌,具有十分重要而独特的实用价值。但由于受历史和现实条件影响,基层民政档案管理部门在照片档案的管理利用工作方面尚存在诸多的问题,亟需借助现代信息技术手段,对民政照片档案进行科学系统管理,以传承民政事业,造福服务社会大众。
