文章作者在分析了广西地矿局的现状和面临形势的基础上，论述了实行＂两个转变＂的必要性和紧迫性，提出了实现＂两个转变＂必须树立的几个观念。针对地矿部门实现＂两个转变＂的难点和重点，阐述地勘单位深化改革的着眼点和落脚点，作者认为，结构调整是基础，卸包袱是条件，转机制是关键，降成本是手段，增效益是目的。最后提出了实行＂两个转变＂中要防止的几种倾向。
The author of the article analyzed the status quo and the situation of the Guangxi Bureau of Geology and Mineral Resources and discussed the necessity and urgency of implementing the “two transformations”, and proposed several concepts that must be established to realize the “two transformations”. Focusing on the difficulty and focus of the “two transformations” for the geological and mining departments, the focus of the reforms for the geological exploration units and the end result were elaborated.
