宁夏石嘴山市石嘴山区回族妇女马桂花,通过竞聘考试,又经过居民投票选举的合法手续,担任了育才路街道办事处庆安居委会主任。2002年6月12日上午,因为一次所谓的迟到,街道办事处扣发她一个月工资,还要她停职检查一个月。后来又干脆撤掉了她的主任职务。马桂花的遭遇,提出了一个社区居委会能不能自治和怎样自治的问题。舆论认为,社区自治是我国基层民主建设的一个重要内容,但在目前,由于社区自治在我国还处于起步阶段,相关的配套法律法规还不健全,使社区自治工作遇到很多难题,出现诸多尴尬,马桂花事件即属一例。本刊现以此为背景,介绍目前我国社区自治的一些基本情况,以为比照,目的是使社区自治工作早日走上制度化规范化的轨道。
