1884—1905年,俄国根据东北亚国际局势的变化和俄国人移居远东的情况,对境内朝鲜人实行了不同的政策。科尔弗任阿穆尔沿岸总督辖区总督时,对朝鲜人实行限制政策,将俄朝边境的朝鲜人迁离边境,把一部分人驱逐出境,对朝鲜人的经济活动进行限制;杜霍夫斯基和格罗杰科夫任阿穆尔沿岸总督辖区总督时,放宽了对朝鲜人的限制,实行“为我所用”的政策,利用朝鲜人加速当地的开发。但无论俄国对朝鲜人政策如何变化,其最终目的都是为了开发阿穆尔地区并维护当地俄国人的利益。
From 1884 to 1905, according to changes in the international situation in Northeast Asia and the movement of Russians to the Far East, Russia imposed different policies on Koreans in the country. When Kohl was Governor of the Governor-General Amur, he imposed a restrictive policy on North Koreans, moving North Koreans along the border between Russia and North Korea and deporting some to restrict the economic activities of North Koreans. Duhovski and When Gročkov was Governor of the Governor-General Amur, he relaxed the restriction on North Koreans and implemented the policy of “for what I used” and used North Koreans to accelerate local development. But no matter how Russia’s policy toward North Koreans changes, its ultimate goal is to develop Amur and safeguard the interests of local Russians.
