人武部的现行编制与工作明显不协调的有三个方面:一是机关干部员额编制偏少,以20万人口的县为例,共编制12人,对下是20多个乡镇武装部;对上除完成军分区下达的各项工作任务外,还要配合县委、县政府完成各项任务。二是人武部的领导设置不利于工作的开展,改归地方建制后,还保持军队的设置形式,因而暴露出班子不协调的矛盾。三是科室人员编制不合理,尤其是政工科人少事多,两个人明显难于应付庞杂的工作。
There are three aspects of the current incompatibility between the establishment of the armed forces department and the work: First, there are relatively few staffing posts in the organs and counties. Take the county with a population of 200,000 as an example, a total of 12 personnel are prepared and the next is more than 20 township armed forces departments. In addition to completing the tasks assigned by the military sub-district, it also needs to cooperate with the county government and the county government to accomplish various tasks. Second, the establishment of the leadership of the People’s Armed Forces Department is not conducive to carrying out the work. After it was reorganized into the local establishment system, it also maintained the form of military establishment and thus exposed the contradictions in the uncoordinated management of the armed forces. Third, departmental staffing is unreasonable. In particular, there are few young people who work in the political science and technology department. Two people are obviously difficult to cope with the complicated work.
