随着非公经济的快速发展和国有企业以“两改”(改革企业所有制性质、改变职工国有身份)为主要形式的民营化改革步伐的加快,企业和职工队伍结构发生了重大变化。据湖北省总工会统计资料显示,到2002年上半年,全省11万个基层工会中,新建企业工会6.9万家,占全部基层工会数的62.7%;会员655万人中,新建企业工会会员250万人,占全部会员数的38.2%。但是,工会经费收缴工作却未能与新建企业的高速发展及工会组建相同步,从部分市、县的调查看,工会经费收缴率相当低,不拨、不缴、少拨、少缴的问题十分突出。不仅严重影响了工会经费收缴,而且直接影响到新建企业工会工作的正常开展,危及到这部分工会的生存。因此,认真研究分析这一问题的成因,与时俱进地提出解决的措施,应当是当前财务工作的当务之急。
