1999年1月9日,凤庆县德思里彝族佤族乡各族群众迎来了一支由16人组成的省委村建工作队。德思里乡境内山高坡陡,群峦迭嶂,是一个典型的山区民族乡,也是全省506个扶贫攻坚乡之一。面对困难的自然条件和工作条件,省委村建工作队一抵达,就分别进驻最艰苦的新寨、大寨子、阿里候3个村,与村干部同吃同住,走村串寨,深入农户,一边进行宣传发动,一边进行调查研究。在初步了解了德思里乡情后,工作队按照乡党委“六个好”、村支部“五个好”的要求,迅速展开工作,着重在建好领导班子,选好带头人上下功夫。工作队在全乡7个村公所认真抓了村务公开、民主管理工作,进一步密切了干群关系;
