党的十五大庄重提出:依法治国、建设社会主义法治国家。并将其作为党领导人民治理国家的基本方略写进十五大报告。这是我们党思想认识上的又一次飞跃,是江泽民同志对邓小平民主法制思想的丰富和深化,也是我国社会主义民主政治建设进程中具有里程碑意义的一个伟大进步。各级人大及其常委会在贯彻十五大精神过程中,首要之义就是要高举伟大旗帜,在推动依法治国进程中,主动地发挥好自己的作用。首先要深刻领悟十五大报告对依法治国历史意义的阐述。报告指出:依法治国是发展社会主义币场经济的客观需要,不搞依法治国,要建立社会主义市场经济体制
The 15th National Congress of the Communist Party of China solemnly put forward: Governing the country according to law and building a socialist country ruled by law. And put it into the report of the 15th Party Congress as the basic strategy for the party to lead the people in governing the country. This is another leap forward in our party’s thinking and understanding. This is a great progress Comrade Jiang Zemin enriched and deepened Deng Xiaoping’s thinking on democracy and legal system and a milestone in the process of building socialist democratic politics in our country. In the process of implementing the spirit of the 15th Party Congress, the primary meaning of the NPC and its standing committees at all levels is to hold high the great banner and take the initiative in giving play to their role in promoting the process of governing the country according to law. We must first of all deeply understand the historical significance of the report on the 15th National Congress of the Communist Party of China. The report pointed out: Governing the country according to law is an objective need to develop the economy of the socialist currency market. We should not rule by law and establish a socialist market economy
