“核心素养”在20世纪末被正式提出,受到世界各国的重视,并被纳入到教育改革与课程改革当中。在我国“核心素养”于2014年第一次出现在重要的教育文件当中。2016年形成了《中国学生发展核心素养》这一初步成果。李季湄教授在2016年中国学前教育研究会年会上指出,核心素养是对素质教育内涵具体的阐述,使得新时期素质教育的目标更加清晰、明确。《中国学生发展核心素养》同《3-6岁儿童学习与发展指南》(以下简称《指南》)
