我们党处在执政和改革开放的新时期,面临纷繁复杂的新任务,在这新的历史条件下,学习和研究毛泽东同志关于民主集中制在央策形成和决策执行过程中的地位和作用的论述,对于提高执行民主集中制的自觉性和决策的水平,对于加强党的建设,改善党的领导,都具有十分重要的意义。一、民主集中制是实现科学决策的理论基础决策,制定路线、方针、政策,是无产阶级政党的基本职能之一。决策正确与否,关系党和国家的命运。决策正确,有了正确的路线和政策,党就兴旺,国家就富强,人民就幸福;
