2012年1月开始正式实施《中华人民共和国行政强制法》。上述强制法在一定程度上规范了行政行为,逐渐希望在法律中纳入行政强制法,以便于达到保证和监督行政机关行使权力的目的,从而有效保障法人、公民等的相关权益,在进行船舶安检的过程中行政强制法能够极大程度上影响禁止船舶离岗工作。基于此,海事管理局相关部门不断健全法律法规,对船舶安检进行规范。
