高新技术产业作为国际战略性主导产业,对经济增长和产业结构调整具有重要作用。当前,我国正在加快建设创新型国家,而高新技术产业的可持续发展在很大程度上取决于高新技术产业的创新效率。通过建立高新技术产业创新效率的投入产出指标体系,利用DEA交叉模型测算全国30个省份的高新技术产业创新效率,并分析了创新效率的区域变动规律。研究表明:全国绝大多数省份的高新技术产业创新效率在2009—2013年间实现了逐步提升;全国和三大地区的高新技术产业创新效率存在收敛、绝对收敛。最后针对研究结果提出了我国高新技术产业区域协调可持续发展的政策建议。
As an international strategic leading industry, high-tech industries play an important role in economic growth and industrial restructuring. At present, our country is accelerating the building of an innovative country, and the sustainable development of high-tech industries depends to a large extent on the innovation efficiency of high-tech industries. Through establishing the index system of input-output of high-tech industry innovation efficiency, using DEA cross model to calculate the innovation efficiency of high-tech industries in 30 provinces in China, and analyzing the regional change law of innovation efficiency. The research shows that the innovation efficiency of high-tech industries in the vast majority of provinces nationwide has been gradually improved from 2009 to 2013; the innovation efficiency of high-tech industries in China and the three major regions has converged and absolutely converged. Finally, according to the result of the research, we put forward the policy recommendations for the coordinated and sustainable development of high-tech industry in our country.
