当前及今后一个时期,要落实党的十七大精神,全力推动新闻出版业大发展大繁荣:高举旗帜,引领先进文化的前进方向;深化改革,不断增强新闻出版产业的生机与活力;要科学发展,进一步壮大主体、做强主业;以人为本,加快新闻出版公共服务体系建设;创新思路和手段,加强和改进新闻出版行政管理。加强党的建设和各项基础建设,为新闻出版业大发展大繁荣提供有力保证。大力扶持少数民族地区新闻出版业的繁荣发展,继续深入推动新疆新闻出版“东风工程”的实施,加强西藏新闻出版基础工程建设,服务少数民族群众抵御境外文化渗透。加强民族文字出版工作,促进少数民族地区新闻出版业发展。加快推进民文出版公共服务体系建设,切实满足少数民族群众的阅读需求。要按照“增加投入、转换机制、增强活力、改善服务”的原则,推动民族文字出版单位出版体制改革,落实财政扶持、重点资助、教材补贴等方面优惠政策。设立民族文字出版专项资金,保证少数民族文字图书出版书号的使用。在做好规划的前提下,资助出版一批民族文字重点出版物,推动我国少数民族文字出版事业的发展。
