我国工业生产物耗高、效益低已成为经济战线的一个热门话题。不少报刊的文章指出:高耗低效是工业企业一个令人忧虑的问题,特别是能耗过高,长期以来已成为我国经济发展的制约因素。我国社会产品的物耗率一直居高不下,甚至呈逐年上升的趋势,1986年以后,几乎一年增加一个百分点。高消耗已经成为工业企业提高经济效益的栏路虎。李鹏总理在今年政府工作报告中指出:工业企业效益差是当前许多矛盾的症结所在。他要求所有工业企业要真正把工作重点转到提高素质和效益上来。这就必须下功夫解决节能降耗的问题。
