资金安全是部队财务管理的生命线。建立完善武警部队资金安全管理体系,总的设想是通过加强制度建设、人才建设和技术建设,形成有效管理机制,堵塞资金流失漏洞,防范资金安全风险,提高资金使用效益。这一体系包括目标原则、体系构成和体系要求三个方面。为确保体系的有效运行,应着力提高管理者素质,不断完善规章制度,稳妥应用技术信息,有效实施应急响应,形成管控整体合力。
Funds security is the lifeline of the unit’s financial management. Establishing and perfecting the capital security management system of the Armed Police Forces, the general assumption is that we should form an effective management mechanism to block loopholes in capital inflows, guard against the risks of capital security and improve the efficiency of capital utilization by strengthening system construction, personnel building and technology construction. This system includes three aspects of the principle of goal, system constitution and system requirement. In order to ensure the effective operation of the system, efforts should be made to improve the quality of managers, continuously improve the rules and regulations, ensure the proper use of technical information and effectively implement emergency response, thus forming the overall management and control force.
