机械电子部科学技术司于1992年6月召开了机电部加强机械工业工艺工作座谈会。会议主要讨论了在当前转换、完善企业运行机制过程中,如何把加强工艺工作、强化产品质量保证体系,并作为深化改兰的一项内容,使其纳入企业正常运行机制,成为企业开拓、占领市场的自觉行为。同时,还研究了在实行政企分开的情况下,从行业管理的角度如何抓好全行业的工艺工作。张德邻副部长参加了会议,并就以上问题发表了意见。现将他的讲话整理摘编如下。
