6日 根据党中央、国务院的决策,铁道部党组在“九五”铁路建设计划的基础上,制定了1998~2002年铁路建设计划(草案),确定了“决战西南,强攻煤运,建设高速,扩展路网,突破7万”的总体部署。在5年中,初步计划安排铁路建设投资2450亿元,计划新线建设5340公里,既有线复线建设2580公里,既有线电气化建设4400公里,地方铁路建设1000公里。今后5年,铁路建设初步计划安排大中型项目63项,其中续建29项,新开工34项;新建铁路31项,既有线复线20项,既有线电气化11项,独立枢纽1项。 (《人民铁道报》) 3日 中华人民共和国海事局于1998年10月27日宣告成立并挂牌运转。它标志着中国海事事业向着统一政令、统一布局、统一监督管理迈出了重要的一步。该局任务为主管我国水上交通安全、负责国家水上安全监督和防止船舶污染,船舶及海上设施检验,航海保障管理和行政执法等。
