《新疆维吾尔自治区农业机械安全监督管理办法》(以下简称《办法》),已颂布实施一年多了,这是我区农机安全管理的一项重要行政规章,这一法规性文件的发布施行,标志着我区农机安全管理工作已纳入法制轨道.下面就如何确保《办法》的正确实施,谈谈自己的看法.一、在执行《办法》过程中,要狠抓以下几个主要环节:1.要有一支与执法工作相适应的执法队伍.任何一部法规,都要靠人去执行它,才能得以贯彻实施.从某种意义上讲,执法者水平的高低,将直接影响法规实施的效果.因此,建立一支政策水平高、思想作风过硬、业务素质强的执法队伍,是确保《办法》得以实施的关键.目前,我区各级农机监理人员已达两千多人,这为确保《办法》的正确实施,打下了良好的基础.
