实行职业军官制度,必须逐步改革现行的军官工资分配制度,将职业军官的收入水平而非基本工资依法确定为高出同级地方公务最20%。但考虑到我国目前的国力不可能一步到位,因此应分阶段实施。第一步,解决军地人员收入水平“倒挂”问题;第二步,使军人收入超过同级地方公务员10%;第三步,实现政策目标,达到超过20%的幅度。此外,在财力允许的情况下,对退役军官可按照“收入资本化”计算一次性退役生活费。
To implement the system of professional officers, we must gradually reform the existing system of distribution of officers’ wages so that the income level of professional officers, rather than the basic salary, is determined by law to be 20% higher than that of local governments at the same level. However, taking into account that our current national strength can not be achieved in one step, it should be implemented in stages. The first step is to solve the problem of “upside down” income levels of military personnel. The second step is to make military personnel earn more than 10% of local civil servants at the same level. The third step is to achieve the policy goal of exceeding 20%. In addition, retired officers may calculate the cost of one-off decommissioning in accordance with “capitalization of income” with financial resources allowed.
