随着高速公路的快速发展,在传统的高速公路管理方式和组织结构形式框架下遇到的内部管理问题和中高度不确定性环境问题,使传统组织结构形式出现了一定的结构失效现象,针对这些问题,作者提出了一种融合传统的纵向行政性结构和现代的横向组织结构的混合结构形式。
With the rapid development of the expressway, the internal management problems and the uncertain environment problems encountered under the framework of the traditional freeway management and organizational structure make the traditional organizational structure form a certain structural failure. On these issues, the author proposes a hybrid structure that combines the traditional vertical administrative structure with the modern horizontal organizational structure.
