一、基本概况我县共有112万亩耕地,有54％以上的面积属高沙土地区。地面高程一般在4.5～5.5米左右(废黄河零点起算),渠系水的利用率一般左40％～50％左右。近几年来,全县的耗电量及稻灌成本逐步上升,1983年每亩成本3.12元,每亩耗电23.5度,1984年每亩成本3.17元,每亩耗电24、03度。为了充分发挥工程效益,提高渠系水的利甲系数,节约能源,降低成本,我县于1982年左大明乡新建灌区(基本情况见表1)
