在2003年十届人大第一次会议上,近600名代表建议修订《义务教育法》。教育部在同年年底开始了修订工作,直到今年6月29日人大常委会通过,修订案整整经历了3年半的时间。可见,其精雕细凿到了何等的程度。我们知道一部好的法律关键在于它如何来执行,这个行政的执行是最重要的。如何来执行、如何来保证执行以及完善执行的程序,这是我们必须明确的。新修订的《义务教育法》9月1日正式施行,看一看我们周围的学校是怎样做的?为什么我们的学校还要挤上末班车?对于下列的教育不均衡发展,我们感悟到了什么?又得到了怎样的启示?
At the first meeting of the Tenth National People’s Congress in 2003, nearly 600 representatives proposed to amend the “Compulsory Education Law.” The Ministry of Education began the revision work at the end of the same year. It was passed by the Standing Committee of the National People’s Congress on June 29 this year. The amendments lasted for three and a half years.
