重庆市峡口镇乡村社区采用多元治理模式引入多元治理主体,并将乡村事务划分为大事、小事和私事。按照大事政府办、小事村社办、私事自己办的三事分流制度将多元治理主体与乡村事务进行匹配,实现了乡村公共事务在政府与社会之间良好的责任分担。在对此种探索全面的考察后,对其特点和实现的机理进行深入的解析,在此基础上分析推动其发展的内外部动力,指出其存在的问题和困境,并就此提出完善的建议。
Village community in Xiakoukou Town, Chongqing Municipality adopts the multi-governance mode to introduce multiple governance entities and divides rural affairs into major events, trivial matters and private matters. According to the tributary system of government-run and small-village offices and private-owned branches, the main body of the multi-governance system is matched with the rural affairs to achieve a good sharing of responsibilities between the government and the community in rural public affairs. After a thorough investigation of this kind of exploration, the paper analyzes the characteristics and the mechanism of its realization in-depth, analyzes the internal and external motivation to promote its development, points out the existing problems and dilemmas, and puts forward the perfect suggestions.
