《中华人民共和国地方各级人民代表大会和地方各级人民政府组织法》(简称地方组织法),自1979年7月五届全国人大二次会议通过以来,历经1982年、1986年和1995年三次修改以后,比较全面地总结了建国以来国家政权体制建设方面的经验,成为指导、规范我国地方国家权力机关和行政机关组成并运转的基础性法律之一。现把地方各级人大在贯彻执行该法过程中容易出现的一些具体疑难问题分两期解答刊出,以供参考。
The Organic Law of the People’s Republic of China on Local People’s Congresses and Local People’s Governments at Various Levels (hereinafter referred to as “Local Organizations Law”) Since its adoption in July 1979 at the Second Session of the Fifth National People’s Congress, after 1982, 1986 and 1995 After the three amendments, we have summarized the experience of state power system construction since the founding of our nation, and become one of the basic laws that guide and standardize the composition and operation of the organs of state and administration in our country. Now some specific difficult problems that local people’s congresses at various levels in the course of implementing this law are published in two phases for reference.
