围绕经济建设才能发挥思想政治工作作用七年来,我们紧紧围绕经济建设和各项业务工作,充分发挥思想政治工作的政治优势,为推动上海国资事业的改革和发展提供了强有力的精神动力和思想保证。有了这个保证,我们的各项工作不断地取得新的进展。我们从上海的实际出发,以“三个服务”为宗旨,基本建立了“两级管理、三个体系、三个层次”的国资管理、运营、监督新体制,促进了政企分离,推动了国有资产管理方式的根本性转变;初步建立了国有资产出资人体系,塑造了追求资本增加和扩张的内在动力机制;加快了国有经济的战略性调整步伐,从整体上推进了国有经济结构的优化;推进并规范了企业的改组改制工作,为社会经济的协调有序发展创造了条件;加强了对国有资产运营的监控,保证了国有资产的安全和良性发展;创新了管理方式,提高了管理、服务水平;不断延伸了国有资产管理覆盖面,拓展了国有资产管理幅度。
