我国卫生部与世界卫生组织根据技术合作备忘录实施计划,于1981～1982年在我国联合举办了两期“国家卫生发展管理程序讲习班”。管理程序是世界卫生组织在总结各国经验的基础上制定的。它以改善初级卫生保健(即城乡基层卫生保健)为关键途径,以实现“二○○○年人人获得卫生保健”为全球战略目标。此程序的要点是:(1)系统分析那些与卫生有关的社会经济形势及其对人民健康的影响,从而发现和确定重点卫生问题;(2)将卫生政策转化为以解决重点卫生问题为核心的“卫生发展概略规划”;
China’s Ministry of Health and the World Health Organization jointly organized two “National Workshops on Health Development Management Procedures” in China from 1981 to 1982 in accordance with the Implementation Plan of the Memorandum of Understanding for Technical Cooperation. The management process was developed by the World Health Organization on the basis of summing up the experiences of various countries. It aims to improve primary health care (that is, primary and secondary health care in urban and rural areas) and achieve the goal of “Health care for all in 2000” as a global strategic goal. The main points of this procedure are: (1) systematically analyzing the health-related socio-economic situations and their impact on people’s health, so as to identify and identify key health issues; (2) transforming health policies into focusing on solving key health issues “Outline plan for health development”;
