党的十六大报告指出:“切实做好基层党建工作,增强党的阶级基础和扩大党的群众基础”。党的阶级基础和群众基础是党执政的基石。基础不牢,地动山摇。基层党建工作必须以此为指针,在增强党的阶级基础和扩大党的群众基础上狠下功夫。近年来,我们湖北省秭归县围绕扩大党的群众基础,在农村党的基层组织建设工作中,作了一些新的尝试。 一、坚持有利于联系群众的原则,创新农村党组织设置模式 The report of the 16th CPC National Congress pointed out: “We must do a good job in building grass-roots party building, enhance the party’s class foundation and expand the party’s mass foundation.” The party’s class basis and the mass foundation are the cornerstones of the party’s administration.
