为了改进成品油的分配供应工作,节约能源,湖南省郴州地区对所属单位的载货车(船),实行管到每台车(船),核实供油的办法,1981-1983年节约油料2500吨。过去油料定量到户后,管理不严,有些单位浪费严重,甚至转让外流,高价倒卖;重点物资的运输得不到保证;也不利于降低单耗,提高经济效益。 1981年郴州地区组织交通、石油部门成立了节油办公室,负责石油分配。他们以年定量作为核油的基础,以行车路单、货票为核油的依据,以吨公里单耗为考核标准,对单台车(船)进行核实,并凭节油办公室开出的通知单供油,取得了显著成绩。
