网络问政、政治合法性和责任政府三个相对独立的要素共同构成理论分析框架。政治合法性是理论框架的轴心。网络问政实质上是非制度救济的一种渠道和形式,可以且有限增强政治合法性。责任政府是现代政府获得政治合法性的重要基础。推动责任政府建设,进而增强政府政治合法性是网络问政最大意义之所在。在政治合法性的语境中,如何以网络问政为契机,促进责任政府构建,是亟待解决的重点问题。
Network politics, political legitimacy and responsibility of the government are three relatively independent elements constitute the theoretical analysis framework. Political legitimacy is the axis of the theoretical framework. Network politics and politics are essentially a channel and form of non-institutional relief that can and have limited political legitimacy. Responsible government is an important foundation for the modern government to gain political legitimacy. Promoting responsible government building and then enhancing the political legitimacy of the government are the greatest significance of network politics and administration. In the context of political legitimacy, how to promote the construction of a responsible government by taking political questions as a network is a key issue to be solved urgently.
