乌江水电开发公司是经国务院同意,我国最早成立的流域滚动开发公司。公司成立后,为乌江水电开发作了大量前期工作,但由于体制不顺,产权不清,一直困扰着公司发展,使流域开发进程缓慢。根据贵州经济发展需要,为充分发挥贵州水电资源优势,贵州省委省政府与国家电力公司高瞻远瞩,按照党的“十五”大精神和建立现代企业制度的要求,对公司进行了规范化改制,于1997年7月成立了贵州乌江水电开发有限责任公司(以下简称“公司”),从而掀开了加快乌江水电开发,促进贵州经济发展的新篇章。这是国家电力公司控股经营独立发电公司的重大改革举措,也是贵州电力发展史上的一个
